Tobias, as an Artifact, has a special ability unique to him. His ability involves lying in the sense that it enables him to make others believe every single bit of bs that comes out of his mouth. It is not brainwashing. He cannot make someone do something that is out of character for them. Even if he makes them believe they said something in particular, the person he is talking to will not automatically feel the urge to act. Rather, they'll just accept it is something they said and willingly act on it or not.
Here are some examples of how this scenario generally works:
TOBIAS: You said you were going to do [so and so]. CHARACTER A: Oh, yeah. You're right. Thanks for reminding me.
OR;
TOBIAS: You said you were going to do [so and so]. CHARACTER B: Yeah... You're right. What was I thinking? I'll take a rain check.
Flat as bread characterization optional. Naturally, he can also make characters believe other things such as the grass being blue and your friendly neighborhood NPCs having a thing for interpretive dance. It all depends on the situation and what he might need from them.
Characters who are capable of blocking or nullifying supernatural abilities are immune. The lying must also happen in person for the ability to work. You can also opt your characters out of being lied to entirely, although I'll always try to ask first if Tobias is about to use his ability. It's even possible he might go a whole conversation without lying once, so your millage may vary.
